Never been, But I’d guess summertime.
July is the safest, but calculate for any weather, Iceland is famous for it’s fickle weather, on a typical day it can rain, be sunny and snow all in one day.
Reykjavik is really the only City, and not even that is a City on a US scale. The total population of Iceland is 300.000 and the greater Reykajvik area has about 150.000. Apart from Reykjavik you have smaller towns and a lot of nature, which by the way is void of trees for the most parts.
You should definitely visit in May, June or July. Those are by far the sunniest and warmest months of the year and you will be able to enjoy the sunlight for 24 hours a day.
Reykjavik is the country’s only city but Akureyri and Egilsstadir are also very lovely towns.
The best thing about being a tourist in the island is how realtively small it is. You are never more than a few hour drive from any tourist attraction or landmark you would like to see.
I recommend you check out the summer night-life in Reykjavik and also a fair number of Iceland’s most favorite landmarks. A few of them would be the Blue Lagoon, Gullfoss, Geysir, Godafoss, Seljalandsfoss, Barnafoss, Skogafoss, Svartifoss, Dettifoss, Dynjandi, Seljavallalaug, Lake Myvatn, Thingvellir and the Westmann Islands.
-Note that all the places ending in ‘foss’ are waterfalls.
